Governor

Hongkong...

No 348.

10th August 1867.

Sir Richard Graves MacDonnell, C.B.

to

His Grace,

The Duke of Buckingham and Chandos,

Water Works.

Pokfulam Reservoir.

In answer to His Grace's Despatch No 13 of 6th June last, states reasons for not sending Drawings.

Mr Rawlinson was of opinion that before any metal work was ordered for the Pokfulam Reservoir, the Engineer - the Superintending Engineer should be required to furnish specifications & drawings (265378).

To whom the Superintending Engineer replied that Vital drawings, which should have been furnished from the Colony in 1871. The four reports that he did not call on Mr Wilson for drawings in the first instance because of the extra expense they entail and he suggests that after Mr Rawlins has perused Mr Wilson's reports and after communicating with the Assistant Surveyor who is now on his way home, he may be in a position to instruct the Agents to call for tenders.

Mr Rawlins has not already seen the report of the 23rd April 1871 (No 6258).

Had the drawings been sent home when the work was just about to be commenced under contract, much time & correspondence would have been saved and expense also, for I conclude Mr Rawlins' charges for further consultations.
